UAE Residence Permit for Real Estate in 2026: Dubai Removed the Minimum Price, But Not for Everyone

A residence permit in the UAE for property purchases is issued without a minimum property value from late April 2026: Dubai's Land Department eliminated the AED 750,000 threshold for sole owners. For co-owners, the AED 400,000 per share threshold remains, and the 10-year visa for purchases of AED 2,000,000 and above continues to be available.

UAE Residence Permit for Real Estate in 2026: Dubai Removed the Minimum Price, But Not for Everyone

What changed in the UAE residence permit for real estate in 2026

The UAE residence permit for real estate changed three times in 2026: the payment requirement was removed, agencies were consolidated into one portal, and the minimum price was eliminated. Three decisions were made by different authorities and operate under different rules, so it is clearer to review them in order.

DateWhat happenedWho it affects
February 20, 2026removed the requirement to pay 50% of the cost or AED 1,000,000 before submission10-year visa
April 11, 2026memorandum signed between Dubai's GDRFA and Land Departmentall three routes
mid-April 2026unified submission portal launchedall three routes
late April 2026eliminated the AED 750,000 threshold for solo purchases2-year visa

The overall direction is simple: the UAE residence permit for real estate became cheaper at entry and simpler to process. However, each of the three changes has its own limits, and the details are lost within them.

The AED 750,000 threshold: who it was eliminated for and who it remains for

A 2-year UAE residence permit is issued to a sole owner with no minimum property value, and to a co-owner only if their share is from AED 400,000. The wording from Dubai's Land Department is direct: an application is submitted "regardless of property value" if the real estate belongs entirely to the applicant.

SituationValue requirement
Sole ownershipno minimum price
Joint ownershipeach applicant's share from AED 400,000
10-year visaproperties valued at AED 2,000,000

The difference is practical. A couple buying an apartment for AED 700,000 in joint ownership does not qualify for the UAE residence permit: each spouse's share is AED 350,000, below the threshold. The same property registered to one person gives the right to apply, and the second spouse is registered through sponsorship — a separate procedure with its own conditions.

Myth: "The UAE residence permit now works with any property." The threshold was removed only for sole ownership and only by Dubai's Land Department. It remains for co-owners, the route is closed for off-plan properties, and other emirates have their own rules.

Ready property versus off-plan: where the real boundary lies

The 2-year UAE residence permit requires a ready property with a title deed, so off-plan housing does not qualify. This is where the line that became more important than price in 2026 is drawn.

Here is how it works. At the construction stage, a property in Dubai is registered in the Oqood system — this is registration of the contract, not ownership. The title deed is issued upon handover. The 2-year route is built on the title deed: in the Land Department's document checklist, an electronic extract of the ownership certificate is listed, and it cannot be replaced with payment documents.

This leads to a counterintuitive conclusion that reverses conventional logic:

  • an off-plan property for AED 2,000,000 — the 10-year visa is available, the 2-year is not;
  • a ready property for AED 500,000 in sole ownership — the 2-year visa is available, the 10-year is not;
  • an off-plan property for AED 500,000 — neither route works until the property is handed over.

In other words, both visas are tied to the property, but the more expensive and longer one is more lenient toward the construction stage than the cheaper and shorter one. The reason is that the routes were written by different decisions at different times, not by the logic of "higher price, stricter rules."

The 10-year visa for AED 2,000,000: what changed in February

The 10-year UAE visa for real estate has not required advance payment of half the property value since February 20, 2026 — only the Land Department's valuation matters. Prior to this, the rule was: pay at least 50% of the price or at least AED 1,000,000 before submission.

What this changed in practice. Developer payment plans in Dubai are built on 20/80, 30/70, and 10/90 schemes. A buyer who paid 10% for an apartment valued at AED 2,500,000 did not meet the payment rule before February 2026, even though the property was twice the threshold. Now, only the department-confirmed value matters.

Other conditions for the 10-year route:

  • properties can be combined — the threshold is calculated across multiple properties owned by the applicant;
  • mortgage is permitted: a letter from the bank stating no objection to registering residency for the property is required;
  • the status is issued for 10 years with renewal.

Unified portal of GDRFA and Land Department

Applications for the UAE residence permit through real estate have been submitted in a single window since April 2026: the agencies transmit property data between themselves automatically. The memorandum was signed on April 11, 2026, by the heads of Dubai's General Directorate of Residency and Foreigners Affairs and the Land Department.

What was before and what is now:

  • before — the applicant received confirmation of ownership from the Land Department and separately submitted documents to the immigration authority; discrepancies between the two sets were a common reason for delays;
  • now — document intake, property valuation, review, and issuance all happen in one system, with real estate data coming directly from the registry.

The single route combines three visas: the 10-year investor visa, the 5-year pensioner visa, and the 2-year owner visa. According to the stated timeline, processing for a complete application without errors takes up to five business days; the Land Department's official fee schedule lists 7–10 business days. The discrepancy is because different agencies publish the guideline and the regulation, and we provide both in the text.

How much the residence permit costs: fees by official tariff

Processing a 2-year UAE residence permit costs AED 10,212.50, while a 10-year visa costs AED 9,884.75: the shorter status is more expensive than the longer one. Both amounts are from Dubai's Land Department website, updated August 19, 2026.

StatusFee by tariffTermCost per year of status
2-year owner visaAED 10,212.502 years≈ AED 5,106
10-year investor visaAED 9,884.7510 years≈ AED 988

Both amounts include medical examination, issuance of the Emirates ID resident certificate, confirmation of residency, and administrative fees; separately, both visas require renewal after expiration. The difference in annual cost is fivefold, and this is a consequence not of a benefit, but of fixed procedures being spread over different terms.

A separate note on the figures. Dubai's Land Department service center publishes different amounts for the 2-year route — AED 10,545 for processing and AED 8,215 for renewal. We provide values from the agency's main website and note the discrepancy: before submission, the amount is verified through the channel by which the application is filed.

Why the UAE has no "residence permit" and what you actually receive

A residence permit in the UAE as a legal institution does not exist: a property buyer receives a residence visa tied to the underlying grounds and requiring its preservation. The difference is not terminological but practical.

A European residence permit is an independent status with its own term and, typically, a path to permanent status and citizenship. A UAE residence visa works differently:

  • the status exists as long as the underlying grounds exist: sell the property — the grounds disappear;
  • the visa does not lead to permanent residency or citizenship: naturalization in the UAE is possible through a separate procedure and by government decision, not by length of service;
  • renewal proceeds as a new check of compliance with conditions, not as automatic continuation.

Three of ten websites on the first search results page explain this difference; the rest write "residence permit" as a synonym for residence status. In searches, the term "residence permit" has stuck, so we use it colloquially — but it actually means a residence visa.

What the residence visa gives and what it does not

A residence visa for real estate gives the right to live in the country and obtain an Emirates ID, but does not give the right to work as an employee. The distinction between what is confirmed and what is not is below.

Confirmed:

  • the right to reside in the country for the duration of the status;
  • issuance of Emirates ID and access to banking and administrative services where it is required;
  • sponsorship of family members;
  • no requirement to be continuously present in the country to the extent of European programs.

Not confirmed:

  • the right to work as an employee: employment requires a permit, which is issued on a different basis and through the employer;
  • automatic tax residency (see below);
  • transition to permanent status or citizenship by length of ownership;
  • preservation of status after sale of the property.

Tax residency: the visa does not confer it automatically

A UAE residence visa does not make the owner a tax resident of the country: the criteria are set separately and depend on days of presence. This is the most frequent confusion on the subject and the most expensive in consequences.

The criteria are set by UAE Cabinet Resolution No. 85 from 2022, effective March 1, 2023. It is enough to meet one of three:

  1. physical presence in the UAE of 183 days or more over any 12 consecutive months;
  2. presence of 90 days or more over 12 months — for UAE citizens, residents, and citizens of Persian Gulf countries who have permanent housing in the country or work or business in it;
  3. usual place of residence and center of personal and financial interests in the UAE.

Separately, one should distinguish between internal tax residency and a certificate for applying double-taxation treaties: in established practice, the tax authority requires 183 days of presence for a certificate under a treaty, even if the internal criterion is met by the 90-day basis.

Myth: "I bought an apartment in Dubai — I stopped paying taxes at home." You did not. The visa itself does not create UAE tax residency, and the termination of Russia's tax residency is determined by Russian rules and days of presence, not by foreign status. The obligations of a Russian citizen to notify of foreign residence status and to declare foreign assets remain.

Dubai is not all emirates: where the rule does not apply

The elimination of the minimum property value is a decision of Dubai's Land Department and applies to real estate in Dubai. The United Arab Emirates comprises seven emirates, and immigration procedures are administered differently in each.

What is known as of September 3, 2026:

  • Dubai — a 2-year route with no minimum price for sole ownership, an AED 400,000 threshold per share for co-owners; administered by the Land Department jointly with the emirate's immigration authority.
  • Abu Dhabi — a 10-year route at the AED 2,000,000 threshold administered by the emirate's residents office; we could not find publications about elimination of the minimum price for the short route in Abu Dhabi, and we do not interpret the absence of a statement as the absence of a rule.
  • Other emirates — no separate public procedure at the Dubai level has been found.

The practical meaning: the rule discussed in April is tied to the emirate where the property is located, not to the country as a whole.

What search results say and what the Land Department says

Nineteen of twenty pages in the first ten Google and Yandex results still name the AED 750,000 threshold, eliminated in April 2026. This is not quibbling over wording: the figure stands in places where decisions are made.

What a check on September 3, 2026, showed for the query "UAE residence permit when buying real estate":

  • eight of ten pages in Google name the AED 750,000 threshold or its dollar equivalent — $204,000–$205,000 — as the current condition;
  • in Yandex, the same thing: the threshold is listed as current, elimination is not mentioned on any of the ten positions;
  • only one page of twenty describes the elimination of the threshold — a business publication from May 2, 2026, in second place on Google;
  • one page in ninth place on Google is dated February 2025, another — January 2024, and both appear in results for the query with the year "2026";
  • the distinction between ready and off-plan property for the 2-year route is not explained on any of the twenty positions.

It is easy to verify this independently: the conditions for both routes are published on Dubai's Land Department website in the e-services section, and the date of the last update is listed there.

What the elimination of the threshold means for our catalog

The elimination of the minimum price expanded the range of properties eligible for the 2-year visa, from the high-end segment to all ready housing in Dubai in sole ownership. Before April 2026, a property cheaper than AED 750,000 did not qualify for an application at all.

Our UAE catalog contains [1,517 properties from €66,807](/uae/) as of September 3, 2026, of which [1,333 are in Dubai](/uae/dubai/) and [1,336 are apartments](/uae/apartments/). The lower price boundary in the catalog is approximately AED 285,000, well below the former threshold: a year ago, such properties did not qualify for a residence visa.

Three conditions that answer half the questions when searching:

  • the property must be ready, with a title deed — an off-plan property will not work under the 2-year route;
  • ownership must be sole, otherwise the AED 400,000 per share threshold applies;
  • the property must be located in Dubai, since the rule was adopted by this emirate's department.

Properties that qualify under the 10-year AED 2,000,000 threshold are collected in the [real estate for residence permits in the UAE](/uae/residence-by-investment/) selection — 929 offers as of that date. A summary of thresholds for all countries with a normative act for each row is in the [residence by investment](/residence/) section; a calculation of payment for a purchase on a mortgage is in the [mortgage calculator](/calculators/mortgage/).

Comparison: UAE and other directions in our catalog

The UAE differs from European programs in our catalog in that the status here is tied to retention of the property, not to length of residence. Comparison by structure is therefore more accurate than by amount.

Pros and cons of the 2-year visa for the buyer

After the elimination of the threshold, the 2-year UAE residence permit became more affordable at entry, but did not become simpler in property requirements. Assessment is by parameters, not impression.

Advantages:

  • there is no lower price limit for sole owner properties;
  • for the 10-year route, advance payment requirements were removed, and installment plans and mortgages now qualify;
  • submission happens in one window, with a processing time of five business days stated;
  • fees are fixed and officially published;
  • the personal income tax rate in the UAE is absent.

Disadvantages:

  • the status exists only while the property is owned;
  • off-plan property does not work under the 2-year route;
  • joint ownership brings back the AED 400,000 per share threshold;
  • the status does not give the right to work and does not lead to citizenship;
  • tax residency is not created by the visa and requires days of presence;
  • the annual cost of the short status by fees is five times the cost of the long one.

Frequently asked questions about the UAE residence permit for real estate

Is it true there is no minimum property price anymore?

For sole ownership in Dubai — yes, the AED 750,000 threshold was removed in late April 2026. For co-owners, the AED 400,000 per share threshold remains.

Will an off-plan apartment qualify for a 2-year visa?

No. A title deed is required, which is issued upon handover; registration of the contract in the Oqood system does not replace it.

Can I get a 10-year visa on an off-plan property?

Yes, if the Land Department-confirmed value reaches AED 2,000,000. The requirement to pay half the value before submission was removed on February 20, 2026.

How much does processing cost?

According to Dubai's Land Department tariff — AED 10,212.50 for a 2-year visa and AED 9,884.75 for a 10-year visa; the service center publishes different amounts for the short route, so the amount is verified in the submission channel.

Does a UAE residence permit give the right to work?

No. A residence visa for real estate gives the right to reside; employment must be arranged separately and requires a permit issued by the employer.

Will I become a UAE tax resident after getting the visa?

Not automatically. You need to meet one of the criteria in Resolution No. 85 from 2022 — 183 days of presence, or 90 days with additional conditions, or usual place of residence and center of interests in the country.

What happens to the status if I sell the apartment?

The grounds disappear with the property, and the status ends. This is a fundamental difference from programs where the investment converts to citizenship.

Does the elimination of the threshold apply in Abu Dhabi and other emirates?

The decision was made by Dubai's Land Department and applies to real estate in Dubai. We have not found similar publications for other emirates, so conditions there are verified separately.
